At the North Dakota Information Technology Department (NDIT), we have a legislative mandate to develop and maintain a business plan. Goals & Objectives: Setting short and long-term targets aligned with customer needs.

Statewide IT Planning (SWITP) is a legislatively mandated process managed by NDIT through which state agencies establish objectives for technology activities that are in line with their strategic goals. The Statewide IT Plan and its related informational dashboards provide a comprehensive view of NDIT’s and other state agency’s IT goals and objectives.

Strategic Activities: Enhancing efficiency and service quality.

NDIT offers many technology services that staff strives to provide in an efficient and high-quality manner. Core service offerings span across Communication Services; Computer Equipment and Software Services; Cybersecurity, Governance, Risk and Compliance Services; Network Services; and Servers, and Storage and Data Services. Additionally, NDIT provides and supports a number of statewide shared IT platforms, as well as a full gamut of professional services that may be applied to finding new technology solutions, or improving existing ones.

Funding: Establishing financial mechanisms for department initiatives.

NDIT is primarily funded by Special Funds. Government and educational entities pay NDIT for technology services with money allocated in their budgets by the legislature. NDIT itself is an internal service fund operating from a revolving cash fund.

In April of every even-numbered year, NDIT establishes budget rates for the agency’s IT services for the upcoming biennium. These projected rates, as well as current rates, for all NDIT service offerings may be found on the billing page.

Progress Evaluation: Monitoring and assessing our goals.

In addition to providing a comprehensive view of NDIT’s and other state agency’s IT goals and objectives, the Statewide IT Plan and its related informational dashboards, also contain a listing of accomplishments against those goals and objectives. Furthermore, the NDIT Project Management Office provides a dashboard of major IT project status information in support of legislative IT project reporting requirements.

Information Sharing: Promoting collaboration among state agencies.

There are many ways in which NDIT supports and promotes collaboration across state government IT. Primarily, there are statewide alliances and governance structures that NDIT staff operate to ensure collaborative and unified approaches to technology decisions. These alliances include the North Dakota State Geospatial Committee, the North Dakota Health Information Network, the Statewide Interoperability Executive Committee, and the Statewide Longitudinal Data System.

Additionally, the NDIT Enterprise Architecture team collaborates with agencies to provide a broad array of technology guidance in the form of IT Governance, detailed through Principals, Policies, Standards, and Guidelines.

Service Delivery: Ensuring prompt, innovative IT services and training.

NDIT provides 24/7 support for agency business partners, IT staff, and employees of Team ND. Authorized users can get help with their computers or devices, report technical issues, order new IT services, change existing services, and gain IT-related assistance in other ways through the NDIT Service Portal.

NDIT also provides training and education to state entities in varying forms, including maintaining a library, or “One Stop Shop,” of technology how-to guides, offering Microsoft 365 training, conducting regular statewide meetings to share technology news and other IT information with agencies, holding cybersecurity training and events, and other state IT educational programs.
